SCORECARD ON HEALTH INSURANCE EXCHANGES

The Affordable Care Act has enabled people without access to other coverage to shop for health insurance on new health insurance exchanges or continue to buy directly from insurers or through agents. A key draw of the new exchanges is access to premium subsidies for low and moderate income people, and over 7 million individuals had signed up by the conclusion of the formal open enrollment period at the end of March. This panel will discuss what has worked well in the first year of full ACA implementation and what challenges remain to allow exchanges to operate more effectively and increase enrollment in the years ahead.
